James Baumgardner, PhD
Dr. Baumgardner is well known for his contributions while at the Congressional Budget Office (CBO), where he held leadership positions for much of his 20 years there.
At the CBO, he provided strategic thought leadership in guiding legislative initiatives affecting Medicare, the regulation of employment-based and individually purchased health plans, graduate medical education, the costs of insurance coverage, health improvements in the population, and Medicare’s prescription drug program.
Prior to his time at the CBO, Dr. Baumgardner was an assistant professor of economics at Duke University. His publications include numerous CBO reports as well as frequent papers appearing in the New England Journal of Medicine, Journal of Political Economy, RAND Journal of Economics, Inquiry, and the American Economic Review.
